Billable Event Life Cycle:
  1. Open Event: employees can start/stop jobs.
  2. Closed Event (Manageable): managers can add/edit jobs and set prices.
  3. Send to Invoice (Invoiceable): administrators can mark jobs as invoiced.
  4. Reports: administrators can send service reports to customers.
  5. Archived: service history and statistics can be viewed, service reports can still be sent.
